Max Hartgraves is the Director of Community Infrastructure & Special Projects at Greater Phoenix Leadership, an organization of the region’s leading CEOs aligning leadership and resources across business, education, philanthropy, and public policy to improve economic vitality and quality of life. In this role, he oversees portfolio areas including Water, Economy, Health Sector, Transportation, and Rio Reimagined (RIO), while leading efforts to incubate a new 501(c)(3) regional social impact organization to support the Rio Reimagined initiative.

Prior to joining Greater Phoenix Leadership, Max led legislative affairs and communications at the Arizona Department of Gaming, where he collaborated with the Governor’s Office, Arizona Tribes, sports franchises, and industry stakeholders to establish Arizona’s sports betting regulations in 2021. Raised in Tempe and a graduate of Tempe Leadership Class 39, Max currently resides in the city with his wife and two dogs.
